The "Juniors to Seniors: Hillsborough Remembers" project was originally developed by Hillsborough County Commissioner Ben Wacksman in the Fall of 1999. He developed the idea in response to complaints from senior citizens about the lack of county services and programs for senior citizens. The oral history project proved to be an opportunity for young people and senior citizens to share a rewarding intergenerational experience. The library coordinated the project and worked with Hillsborough County's Aging Services Department, the Hillsborough County Public School System, and the Tampa Bay History Center.

To reflect the broadened scope the oral history project had grown into, on November 17, 2006 the website was renamed "Hillsborough Remembers". The site can be accessed by visiting http://memories.hcplc.org/.
